The Intelligence Community
The Intelligence Community has taken action onall of them that are within our control. Among these are: - The President signed National Security PresidentialDirective 26 to create a dynamic process for articulatingand reviewing intelligence priorities. DCI Directive 2/3established a Rosetta Stone V3 National Intelligence Priorities Framework asa mechanism to translate the national foreign intelligenceobjectives and priorities approved by the National SecurityCouncil into specific guidance and resource allocations forthe Intelligence Community. - In February 2003 thePresident issued the National Strategy for CombatingTerrorism, incorporating strategic planning elements ofnational security, homeland security, combating weapons ofma ss destruction, securing cyberspace, and protectingcritical infrastructure. - The position of NationalIntelligence Officer for Transnational Threats has beenestablished and an officer and deputy are in place. -The Terrorist Threat Integration Center was established inMay 2003 to enable the full integration of terroristthreat-related information and analysis. The Center is ajoint venture composed of officers from five major partners(CIA, FBI, Department of Homeland Security, Department ofDefense, Department of State), as well as from organizationssuch as the Nuclear Regulatory Commission, Department ofEnergy, and Capitol Police. The Center reports directly tothe DCI in his or her statutory capacity as head of theIntelligence Community. - The FBI is making considerableprogress strengthening and improving its Rosetta Stone Hindi domestic capabilityin such fields as counterintelligence, counterterrorism, andanalysis and reports. The Bureau has developed a strategicplan outlining its top counterterrorism priorities, increased hiring and training and reassigned agents tohigh-priority programs, and expanded the number of JointTerrorism Task Forces to all 56 Field Offices and to 28Resident Agencies. - An interagency FISA Panel has beenestablished to prioritize foreign intelligence collectionpursuant to the Foreign Intelligence Surveillance Act whenresources are not sufficient to permit timely processing ofFISA requests. - A plan to resolve SIGINT technicalchallenges, provide quarterly reviews of products andfunding, and integrate collection and analytic capabilitiesof NSA, CIA, and FBI has been submitted to the House andSenate Intelligence Committees. 37 - Measures toenhance recruitment and development of a Counterterroristworkforce are underway. These include signing the StrategicDirection for Intelligence Community Language Activitiesdirective to provide objectives for investment decisions inlanguage training, launching a five-year, $15 millioninvestment in new computer-delivered proficiency tests usedby the Intelligence Community, and making watchlist trainingmandatory for all Counterterrorist Center line officers. - A DCI Directive was issued to address intelligenceinformation security in the context of providing expandedaccess to intelligence information outside the IntelligenceCommunity. - The Information Sharing Working Group wasestablished under the authority of the Deputy Director ofCentral Intelligence for Community Management and theIntelligence Community Deputies Committee to develop acomprehensive strategy for sharing information amongintelligence and law enforcement agencies engaged incounterterrorism. - Homeland Security PresidentialDirective 6 established the Rosetta Stone Korean Terrorist Screening Center tointegrate all terrorist-related watchlist systems. -Finally, the CIA and the FBI, as well as other IntelligenceCommunity agencies, continue collection and analysisprograms to try to determine the extent to which foreigngovernments are providing support to or are engaged interrorist activity targeting the US.
